Japan, like most countries these days, has a variety of visas depending on the individual, what they intend to do in Japan, their status, length of stay and qualifications and/or experience
For residents of most countries, it is not necessary to apply for a visa if you are just visiting Japan as a tourist, although it is recommended to check before leaving. Most other types of visitors will be required to apply for a visa prior to leaving their home country and it is mandatory to make the application to the Japanese embassy or consulate in person. As one would expect, the required documents differ according to the purposes of the visit and the type of visa being applied for, so always confirm what is necessary with the Ministry of Foreign Affairs, the Japanese Embassy or consulate beforehand.
A word of warning - due to the alleged "case by case" approach of Japanese officials, it is probably worth checking with at least two different sources as you may find you get two different answers!!
